Passenger flights will be operated on all domestic routes, except Cox's Bazar from Apr 21, CAAB Chairman M Mafidur Rahman said.
Many migrant workers come to Shahjalal International Airport from outside Dhaka to go abroad or travel to other parts of the country and the decision was taken mainly with them in mind, said Mafidur.
"However, others will also be able to travel on these flights."
Bangladesh suspended passenger flights on all international and domestic routes until April 28 amid a nationwide lockdown.
But, special flights are carrying migrant workers to and from Saudi Arabia, UAE, Singapore, Qatar and Oman.
Biman Bangladesh Airlines, US-Bangla Airlines, China Eastern and China Southern Airlines will also operate flights from Dhaka to Chinese cities under special consideration from Wednesday, the regulator announced earlier.
